The European Commission has funded a study on decentralised cooperation in EU Member states for the period 2007-2013.

This report, produced by 'Business and Strategies Europe' in April 2013, provides an overview of this phenomena which has increased significantly the past few years, of its aims, stakeholders and trends. One must note that not all European countries have the same vision of decentralised cooperation and the way it works; this report focuses on decentralised cooperation as a partnership between European local authorities and local authorities in partner countries.

Furthermore, this study presents an analysis of the CE financial instruments, as well as of European strategies and those of Member States in the field of decentralised cooperation. Finally, a list of recommandations intended for the EC is given.
